Fixed edge cases where Product Recommendations did not show up

This happened mostly during page loads and whenever something was added to the cart for the first time.

Fixed an issue with the Floating Cart Launcher settings

Hide when cart is empty: now correctly hides and shows again when enabled or disabled.
